Ocular Survey of Camp Bilal

The establishment of a military camp in Bilal Complex and the restoration of Lapayan- Poona Piagapo- Tangclao and Pantao Ragat- Tangclao Road sections offer a four-fold advantage;

a. Reduces the activities of MILF rebels in Lanao del Norte
b. Spurs economic growth in Poona Piagapo and its neighboring municipalities
c. Facilitates the delivery of government’s basic services to the communities; and
d. Serves as buffer of terrorists activities along the MSR of coastal towns.

Bilal Camp Complex which is composed of two barangays namely; Tangclao and Nunungan has a land area of more less 150 hectares. The former base camp of Commander Bravo can accommodate an infantry brigade/ battalion to include its tenant and support units.

There are two sources of potable water within the complex all located in Brgy Tangclao in which Commander Bravo and its followers had been utilizing.

To reach the complex by land one can go through the following routes; The Lapayan-Poona Piagapo- Tangclao Road section approximately 32 kilometers in length from the road junction in Lapayan, Kauswagan, LDN and the Pantao Ragat-Tangclao Road Section of approximately 10 kilometers from road junction in Pacalundo, Baloi, LDN. However, most of the road sections in these routes passable only to vehicles with front drive.

The last electrical post provide by Lanao Norte Electric Cooperative (LANECO) is in Barangay Pantaon of Poona Piagapo, Lanao del Norte approximately 4 kilometers before reaching the complex.

Accordingly, former base camp of Commander Bravo owned by private individuals; a certain Oranda Powasa and Emran Limbona.

Camp Bilal complex is a hilly area. Coastal town of Maigo down to the city of Iligan is visible from there. Coconut, corn and rice are the main products; also, there were traces of illegal logging found in the area.

Those four-fold advantage maybe realize only when those roads are
rehabilitated with the provisions of drainage systems including the repair of Baloi bridge in barangay Pacalundo followed by the establishment of a battalion/brigade-sized camp in the proposed area.
